If you're looking for business opportunity seekers, where do you start? In all things, you'll have most success if you 'look outside the box'.
Most programs suggest you start with your 'warm market'. This usually means harassing and alienating your friends and family with your business offers. The fact is, unless you're actually successful already, your friends and family won't even be mildly interested.

- use PPC (pay per click) to lead them to your website
The first scenario is the easiest. It involves putting up a website, doing keyword research (www.wordtracker.com is an excellent tool), and creating content around your theme. You would then use search engine optimization and traffic generation methods to drive traffic to your site in a very cost effective way. Buying lists of business opportunity seekers is one immediate way of getting leads. But it's important to understand that these are 'cold leads' - they are not responding to your business offer when they put up their hand to get information on making money online. And they are probably being bombarded with offers from a lot of other people. You'll probably need to call them to convert any significant number of these leads into signups for your business.
The good news is that these are generally targeted lists, in that you know they are interested in setting up a home business. That does make them better than harassing your friends and family! Just be aware you'll need to do more than plug them into an autoresponder to get them to join your opportunity.
Another option is to use pay per click advertising. This involves writing an ad, and bidding on keyword terms in contextual ad networks, such as google's Adwords program. This is not for the faint hearted, or newbie, although there are some excellent ebooks and courses out there to help you get started.
